I think it's not equivalent to dumping. When the debt matures you get your cash back. As I opined earlier the only way for the world outside of the US to make good on their USD holding is to buy something tangible in the US. China tried to buy Unocal. What productive/tangible assets does the US have that can be bought?

We have to find new capital every day to service the debt we already have -- if our economy stops growing and sucking in foreign capital then our debt becomes much harder to finance -- the deflationists assume just the opposite.
