Refer them to the security council and impose sanctions and a lay economic seige to the country. That's for starters. It won't do much good for several years because they are flush with cash. So in the mean time, we press full court with spy operations on the ground and monitor their progress on building nukes with every spying asset we have. If it looks like they are going to get there, then we get a unified UN to blow the shit out of every known nuclear research site. If the UN get's cold feet, then we do it or we get Israel to do it.
