You have to catch them first. How are you going to do that? If they are able to act without warrants, then they most likely can do so without getting caught, no matter how badly you want to punish them. If you arbitrarily insist on using the warrant tool, you do not accomplish anything. It would be more constructive to look at what you want to accomplish as far as safeguards and then see which tool or tools would best serve your purpose.

Just a gentle point, but I'd like some heavy comeback on people who spy on me, too. Because I'm not a US citizen, apparently that makes me fair game for spying, snatching, casual imprisonment and torture... and if I feel pretty p*ssed about this imagine how people who AREN'T very pro-US feel.

Plus if I was a US citizen ever planning to go anywhere abroad, I'd be thinking carefully about a government which made its people such figures of fear and hatred across so much of the world. Although I guess most Bush supporters must be in that large minority without passports and with minimal knowledge of the outside world.
