I don't see how we can "instantly" certify that a person isn't a mental patient or a convicted felon to buy a gun, and not provide a method that employers can use to tell if a person is a citizen. Of course we could do it, easily!

But if we did, the employers would be on the hook and liable. I think if we can put employers in charge of collecting taxes (which they do), we can give them the job of certifying citizenship for employment. The police should be charged with dealing with illegals after they are identified, and the INS with getting them back to wherever they came from.
