You identify suspicious folks however you identify them. Maybe they get a call or email from a known enemy. Maybe somebody rats on them. Maybe they pop up in data mining or satellite images or whatever.

Once you have identified them, then you get a warrant if they are US persons and then you read/listen to all their emails/phone calls/etc. Same thing, different medium, this little piece of the puzzle.

This is the only piece of the puzzle, as I know it, where warrants would apply. I don't see where else you could use them. Warrants wouldn't apply to the process of turning up leads. It's not until you have a lead that a warrant can usefully come into play.
