It could be extended to criminal activity. We have a tradition in this country that we don't do that. There are plusses and minuses to that tradition. So far we live with the minuses to benefit from the plusses. We could change that at any time if we wanted independent of what we do in the intel arena. I don't thing we should or we would.

Isn't AQ just as smart as all those jerks on the Internet sending out spam to all the email addresses.

I have never asserted that any of this is effective or cost effective. I've been trying to focus on whether it's a rights violation or not since that's been the complaint and I find it best to talk one thing through before starting on something else. I'm assuming that we wouldn't be doing what isn't effective. The intel guys couldn't be that masochistic.

Nevertheless I don't think we need a new Constitution.
