Enron and Bush were the same thing in 2000. They merged operations. Rove worked out of Enron headquarters, as did Ralph Reed. The plan was to totally deregulate the energy business so that Americans could be gouged for trillions in extra energy costs over the coming decades and environmental protection could be scrapped. The plan also involved an attack on the west coast and then to blame Grey Davis for the gouging. Ed Gillespie led that effort, funded by Enron's windfall profits.

Though Enron's house of cards fraud doomed it, the plan itself has largely succeeded, mainly because gullible voters think that their miniscule tax cuts are a net plus. But when you subtract much higher energy and health care costs, it's a wash, plus the deficits grow into mountains, the rich get richer, the middleclass poorer and Bush's cronies get to gouge away and also receive huge pork barrel spending deals. Tons of corruption and pollution involved as well.

See the movie, read the books, educate yourself.
