I haven't seen that argument. Which minorities have earlier puberty dates, and which have later, and do boys and girls have the same difference in various minorities? The Causcasian minority has average ages of about 12 and 15. I suppose you mean that the China minority has a later puberty age for boys and girls and that the Niger minority has an earlier age because of relative IQs. Have you got data to back that up? Then there are thousands of other minorities around the world, and within China there are swarms of subset minorities to check out.

Trying to run affirmative action programmes for thousands of different minorities seems absurdly complicated; everyone on Earth is a minority really - even if we called all Chinese a bunch of clones, as Yiwu the Mad claims, they would still be a 1.3 billion minority and that ignores miscegenation, which is extremely popular.

Any DNA results I've seen show a great lack of uniformity.

I'll have a quick check with Google on puberty by race/ethnicity/country. Bingo, Google gets the goods. But there isn't much ethnic difference, and it's small compared with the boy/girl difference. <mean age at first menses was earlier in black vs white girls (12.16 ± 1.21 and 12.88 ± 1.20, respectively > 7 months for race and 3 years for gender. So you can see that the argument is only weakly made for "minorities".
