I caught a bit of this author on TV. I was only half listening but one point I picked up was that he thought that AQ was in disarray after Afghanistan with its leadership scattered or dead and its ranks unfilled but that Iraq was the best thing that could have happened from their perspective. He seemed an interesting fellow who had excellent access and knows his subject. FWIW.

No law is a guarentee that the law won't be broken.
There is no guarentee that a law won't be broken and nobody will notice.

The warrant and it's process provides a way for good leaders to show their good intentions, and offers the possibility of exposing the bad ones.
