I see nukes as the biggest threat out there, combined with terrorism. I think a nuke in any city on earth is the terrorists way to trump 9/11, and that's what they want to do.

Nukes require the infrastructure of a nation to build. If we want to avoid the above scenario, we have to start co-operatively reducing the numbers around the world and accounting for each and every one. That means that EVERY nation has to put their nukes open to inspection and monitoring, including Israel, Pakistan, France, China, India, North Korea and Iran if they get them. We've already done a similar process with just the Russians. If the entire world were on board, this result could be forced on the few rouges that refused.

This would be VERY hard for ANY President to accomplish, but it's totally beyond Bush.
