Which monies are we talking about? 100% of the money given by Abramoff went to Republicans. That was the $127,000 that is mentioned. There was also money from his clients. Before Abramoff, they gave mostly to Democrats. After Abramoff, they gave mostly to Republicans. In addition, there was money given by his associates and their clients, who were lobbyists in and of their own right. Often, all three of these pools are lumped together and that is where the 2:1 ratio comes from.

But that isn't the only money of concern, just the easiest to trace. There also was a web of charities and non-profits controlled by DeLay, Abramoff and other Republicans where money was solicited from businesses and wealthy individuals, paid out to consultants who would donate it somewhere else or paid directly for one reason or another. The record keeping was apparently very poor, it has been extremely difficult getting income and payments reconciled, the numbers just don't come anywhere close to matching up. Criminal behaviour or just extreme sloppiness? Who knows?
