Silly gibberish exactly but he/she will try and palm it off as some kind of diplomacy. It'll be interesting if Murtha is right and most of our troops will be back home before the end of the year.

Yep.

It will, however, have a red/white/blue ring to it:

Mission Accomplished, nope that one's used
Victory with Honor, nope has a bad ring to it

I'm sure they're thinking of something but it will be good to get Americans back home.
