Why can't the feds get as creative as local and state government?

There is a growing movement among cities and states esp. in the West to simply ignore what the federal gov't is doing in terms of the environment and proceed without the feds.

If the local governments want to do this fine, but I don't imagine a national free parking plan would be a good thing.
