You must have missed the point.

I didn't miss it, but the writer implied a lot more than that with the term "machete budget". Since actual spending will rise, including spending on "those that can least afford" to lose it, machete budget it a wildly inaccurate statement.

I doubt this is literally true, but I would also like to see a big reduction in spending programs that benefit wealthy people the type of subsidies that are often called "corporate welfare".

It's a manipulative tax strategy and social engineering

It is really a slight reduction in social engineering that should be expanded to cover other things (like the above mentioned corporate welfare).
