It's hard to acknowledge all the obvious corollaries in an argument. Nothing ties people's hands ahead of time- except throwing people in prison before the fact. You set up a system, and you whack people afterwards for stepping out of line. I can't believe you got the "impression" anyone here didn't realize that.

My impression has been that some folks think that a warrants process will keep the administration from bypassing the warrant process

The administration will act according to it's character (which is not good IMHO). It may not be possible to bring them to account, yet, but like Madame Defarge we can sit and knit as they honor or breach these processes and the time will come when the threads are read.
