No, just as when private or nonprofit organizations provide aid much before the UN stops discussing it, organizations have always stepped forward when the opportunity presents itself, or the need is required. You are so in love with big government and inefficient agencies that you never look at operations. Too bad. Kenneth, you are confused. You on one hand criticize the trade deficit, yet then have a need to brag about your shoes from Portugal. You are part of the problem...you just do not get it...
