In the meantime, you can only have sex if you're going to procreate and any miscarriage must be investigated as potential homicide.

Also in the meantime, make sure you defrost and implant all 400,000 frozen embryos --- fully realizable 'children' --- into wombs. Plus make sure you charge all clinicians, doctors, parents, corporations and such involved in disposing of said 'children' into medical waste with mass murder.

Let's first focus on fixing the world's ills and all the living neglected children.
That's a much greater concern than fetuses
