Which PDF is that ? If this is the one at US Mint - that is way obsolete and wrong. Thomas Cook has been out of this business for many years. I called most numbers in my area
sales tax does not apply anywhere in USA as long as you buy/sell more than 1000$ worth of bullion. However a sale of more than 25 coins on non US Gold eagles, is reportable to IRS and presumably taxable.
