It looks to me like the delay for translation makes the 72 hour requirement problematic.

In most cases (of course there are some jerks in the judicial system) judges would look at intent. They would find no fault in the delay for translation. But, even if that did become a factor. There is nothing magical about 72 hours. It is just a number the law makers came up with. It could be changed to 72 days for all that matters. It just means the Judicary and/or Congress has oversight.
