Both Clinton and Carter authorized wiretaps of domestic suspects. Carter for sure was less restrained that President Bush has been. Don't forget FBI filegate in which the Clinton's stole access to over 200 FBI files without justification. The Press Corpse becomes suddenly mute on the subject of abuse of power when Democrats are the subject. The recent publication of the existence of the program has harmed the US's ability to combat terrorism. The thing that requires investigation is the identity of the leaker. Someone needs to go to jail.
