No. Living much of my life in Germany now for 30 years, I know how much "decent Germans" believe they owe Israel. Only recently, since Intafada started and Sharon got the helms do a few politicians sometimes criticise actions taken by the state of Israel.
Back in Kohl's days criticising Israel was taboo and turning down any "reasonable" request from them unthinkable.

No way Kohl wanted his legacy tainted by being accused of anti Semite behaviour, which would no doubt have been the reaction if he had turned down this opportunity to help peace loving Israel to defend themself against the evil surroundings.

I believe it's as simple as that.
Also it's highly questionable if Kohl personally knew about the undocumented party funds.

Don't forget that the only "crime" here was that the funds were undocumented.
No tax evasion or so involved (often hinted by the socialist media) because the German political parties do not pay taxes.
