I don't think minors should be treated any differently, as for irrefutable tests, when i was a boy there were no tests, and we survived, no I don't believe we need to wait for roadside testing to come of age, partly because the need for roadside testing will prompt someone to come up with a way to test at the roadside. It doesn't work the other way around.
