Part of the problem is the Government. The courts view, "I was drunk" as an excuse. If you pick up a gun, you are liable to kill someone, if you drive drunk, you are more likely (more drunks) to kill someone. the penalty for drunk driving should be severe. No more spot checks, just if you get caught you are going to jail. Immediately that you are charged, you should be banned from owning, possessing or consuming alcohol, or being in a place where alcohol is being served.
