Specter knows there a basis to impeach. Which is why he brought it up in the first place. But of course he's going to wait to see the list of people Bush spied on without a warrant before he gives a final opinion. If it's only Al Qaida types, Bush will get a pass and a slap on the wrist. If it's anyone else, Bush should and will be impeached and criminally prosecuted. If not by this congress then by the next. Also, whomever was tapped without a warrant can sue Bush. There will be a constitutional crisis and Bushies will cry "we're at war, we can do anything!" but they will lose. This talk about mushrooms clouds in the USA and that Iraq was where the terrorists were is absurd. When Bush let Osama go at Tora Bora he forfeited his right to be called a counter-terrorist.
