Yes they are but not when they are being used to keep a black family out of a motel in SC or out of a chicken restarant in Georgia or infringment on the right of a group of people to vote. Those who supported Lester Maddox and the boyz were accepting the priority of states rights and individual rights over the equal protection of discriminated against black folks.

States rights are being eroded by encroaching federal prerogatives. Every new federal program seems to have requirements for participation.

A little over 30 years ago states started lowering the drinking age. About 25 years ago the feds tied payment of fed highway funds to restoring the age to 21.
