An electoral college approach could be used.

One thing I don't like about Europe is that the EU considers itself a superpower, but its members vote separately in the UN. The former USSR states get to do the same now also. If we are going to do it like that, our states should be able to vote separately too.

Back to your point though, the present UN isn't good for much.
