The country has a lot of redundant people who acquired expertize in nuclear technology. They would job less if the program stopped. They have a lot of clout to lobby their case. The mass is ignorant -as it is in all contries- and 'buy' their case. Offer pseudo-kjobs for the engineering people developing the technology and the problem vanishes tomorrow morning. It is simple for the ones who know how things are in real life. (hey, everyone accepts TJ cockiness...)
