Most of us "lay people" don't have training in trying to decipher what people who make this kind of thread "really mean". All we can do is take their word as they verbalized it. If this man apologizes, or says "I didn't REALLY mean that..." or something similar, then we could perhaps rethink the situation. Of course, I am reminded that the Japanese representatives were visiting Roosevelt, at the same moment their country was on the way to strike Pearl Harbor. It qualifies for something far beyond that, however. It seems we need some sort of 'in between' terminology here. Unless you consider the threat, all by itself, and/or associated comments to be a provocation.
