No, not according to the trial: "Such a move requires government clearance. But in June that year, Loral disclosed that it had not received it."

If you are looking for a military advantage that was handed to China on a silver platter... it happened during the FIRST year of Bush's FIRST term (shortly after the capture of the US pilot and the downing of the US spy plane that ushered in the new administration).

The US's ONLY DOMESTIC source of rare earth metals, necessary for all high-strength magnets, and the US's ONLY manufacturer of guidance equipment (critical to all cruise missiles) made with the rare earth metals, were BOTH bought up by the Chinese government (with the required approval of the Bush administration).

The rare earth mine in Texas was then CLOSED (China has it's own mine for rare earth metals, in inner Mongolia), and the military equipment manufacturer was SHUT DOWN and ALL of it's manufacturing equipment packed up and shipped off to China.
