China's rulers have been more skillful in their manipulation of the timing and speed of change to economic freedom. Their demographics is also better suited to a growing and expanding economy.

China will continue to see more economic freedom, but political freedom is not really forthcoming in China. Administrative "courts" continue to wield unlawful and oppressive control over the citizens. There are no signs of this improving.

I'm not sure China eats better than Russia, but things are improving in China.

I think in terms of how people react to it the rate of improvement might matter more than the overall level of wealth once you get past near-starvation levels.
