I think that's wishful thinking. Only the Iraqis can "fix" Iraq now. Most of the billions we slated for "rebuilding" have been spent on secruity and rebuilding over and over the same infrastructure that's blown up over and over.

We could never back the kind of harsh measures it would take to crush the insurgency. It seems Saddam was doing a lot better than he ever got credit for at keeping Iraq united as one country. The best hope for peace now is three countries, but we're not behind it.

In fact, all constructive help has been stopped by the US. I suspect we can't afford it. In addition, the work we did do mostly failed to accomplish what was intended.
