One UN house with votes based on POPULATION (like the US House of Representatives).

One UN house with one vote for every nation (over-representing small nations, exactly like our US Senate over-represents small States).

One UN house with voting strength based on ECONOMIC STRENGTH (GNP being a good proxy for measuring that).

Or only ONE parliment for the UN... but with voting apportioned by a *combination* of the above three criteria.

And --- a 'Security Council' for the really big military and economic powers. And, to be *on* this Security Council, each member thereof must agree to contribute military & reconstruction/crisis management forces and money when called upon by the UN.... That way, if France, Germany, Brazil, India, Russia, whomever, want to be on the Security Council --- they will be required to work for it, uphold responsibilities. It won't be just a 'gift'.
