I lived in Canada about 30 years ago. From what I remember, they would allot a tract of land to a lumber company. The company would cut a road to the site. It would be harvested, but for every tree cut they would have to plant 2 saplings. When they were done, they would move out and the province would take over and maintain the road. This is where most of their roads came from. I understand that their restrictions are stricter now.
