No, he violated personal privacy laws by using those official FBI security files (created when background checks are initiated) for the purpose of digging up political "dirt" on individuals the Clinton administration wanted ousted from the travel office.

Additionally, they were digging up dirt on Republican politicians. I believe they were considered so sensitive that they were kept in a safe that Hillary had the combination to.

Btw, I can't say that I blame them.. I'm sure the same thing goes on in many administrations. It's just that they got caught red-handed doing it, as well as the sheer scale of the operation. But it was definitely against the law.

Isn't it standard procedure for folks to be "fired" when new administrations come into office?

Not necessarily. Some folks carry on from administration to administration. As Federal Employees, not political appointees, they have job security. If moved, it needs to be for cause, or a transfer to a equal or better position.

As for the monitoring of emails, I recall there being quite a scandal over it.. but I believe it was mainly White Water related.. I don't recall..
