I think the Ohio strip mines might have potential, for example, as housing developments. The strip mines surround the hills, and they are virtually level because that's the way the coal was. They would have to be filled and levelled, and bad water would have to be dealt with.

There isn't an economic base for doing that, I'm sure. Too far from population centers. Maybe parks would be better after all.

I haven't seen a strip mine since about 1967, so things have probably changed a lot.
