Maybe ALL 'earmarks' should be not allowed. UNLESS there is full disclosure, on how they came to be "earmarks"....exact progression, and signed by the House or Senate member who will take responsibility for them, and how they came to be.

so they could actually read the bills before they vote on them. Or they could eliminate spending "earmarks," which have proliferated under GOP rule and are now a preferred way that Members pay off lobbyists.

I so absolutely agree!!! Sad thing is that we don't have a line-item veto power that would help to place an executive check and balance on this pork-barrel spending.
