Is Al-Qaeda a state or from a state?

If any "state" sponsored an attack against the US I might want to blow up a country too.

But what if a person from Saudi Arabia attacks the US, does that give ANYONE the right to bomb Pakistanis? If we kill innocent Pakistanis in the process why should it give Pakistan the right to nuke the whitehouse in response?

If a US Citizen wanted DC to be bombed would all one have to do is blow up a bridge in France? Somehow I think not.

IMO France was talking state to state action against state sponsored attacks. If they were not talking about state to stste actions then they are as stupid as Bush.

The Force de Frappe remains operable. I don't understand why France, England, China, Russia, Israel, India and Pakistan can be trusted to behave responsibly with nuclear weapons, but no other country can. And only one country has ever actually used nuclear weapons, and we are the most hypocritical.
