In the long run I think you're right. However, I doubt we would have moved as quickly to address the wrongs of racism had it not been for government legislation such as the Civil Rights Act.

I see it all as part of the law of diminishing return. Some laws are good, but we can easily go overboard and cause worse problems even though good people have all the right intentions.
