The older measure is individuals and the recent is households. To compare them percentage-wise you have to use the historical measure of households.

The 2000 census has 273.6 million people and 105.5 households.

8k per million would translate to 2.18 million individuals or 2% of households if we assume only one individual in a household files, a slightly higher rate than the less than 2% figure in 2005. But, since we have 1999 data for BK and 2000 data for population and households, it might be safer to say the two were roughly equal or the 2005 data showed a slightly higher rate.
