Interesting, karen. Do you know if these "earmarks" are totally prefunded, and then the money put into a separate pre-allocated fund named something like : 'earmark#xx'... Or are these "earmarks" put into the general category with no strings on how much is spent, once the general category is funded. It would be interesting to know the history of "earmarks"...how they got started, etc. I wonder how much of our federal budget is for "earmarks".... One of the many problems I can see is that many people think that a "budget" is the same thing as "actual money" in the bank.
