Absent a strong public consensus for change and/or pressure on the yo-yo's who legislate this stuff, it's just parlor room chat. It may not have a big chance of happening, but if no one talks about it, it has 0% chance of happening. I'm not saying that something is going to change because of a post I make on SI. I have no where near that kind of influence, but the more the idea circulates around the better chance it has. If we are not going to talk about anything that isn't politically likely in the short to medium term it really limits the conversation. Tim
