Given that he specifically indicated he didn't want to serve out of the country, this is exactly the case.

Not that I want to get into defending Kerry, but the ribbons he tossed had been given to him by a wounded vet who couldn't make the event. He ASKED Kerry to toss them. As Kerry has expalined, several times.

Frankly, I could care less. Republicans look for any excuse to denigrate someone even if it isn't true. Their evolution has stalled and they are capable of pretty much anything.
