I believe it was all changed by our response to 9/11, and that sits squarely with this admin." I agree. We'd reduced the number of nuclear weapons in the world by HALF. The cold war was over. Even communist countries were adopting capitalism, and their people were prospering, with no war needed! I only hope that Bush is an aberration, not a trend. I suspect that he KNOWS he didn't do enough to prevent 9/11 - he's almost certainly sitting on some facts that we don't know. I think everything since has been his wild, guilt-driven overreaction. Psycho-historians will be writing books about Bush for a LONG time.
