They claim that they've gotten billions in federal money as a direct result of this. Goes a long way towards explaining the recent increase in pork. I am having a little trouble understanding how they did the competitive bidding, though. Maybe as part of the bidding process the prospective lobbyists promised how much money they would pass through as bribes^H^H^H^H^H^Hcontributions?
