Because they are exactly that. The heirs. Say it was their mother, who raised the kids alone, provided for them, and saved a good deal of money and assets along the way. The heirs would have been without her presence much of their lives, because she tried to make their paths easier in life. When she dies, her heirs should inherit whatever she leaves to them.

She has already paid taxes at least twice, and usually more, on whatever is left. Once when she earned it, once when she is taxed on income for the year, another time when she buys anything with what is left, etc. There is NO way that the Government needs to lay claim to the fruits of someone else's labor, because they want to "redistribute" the funds to whatever pet project they wish....including the people on welfare.
