It consisted of breaking the goal into partial objectives and having the participants "bid" on bundles.

Those sorts of tools work in small groups. I have a lot of experience facilitating groups for consensus decision making. Unfortunately, the electorate doesn't work that way. And even if you could achieve consensus on a tax system using such a technique, if you polled the parties, they would almost all complain about the unfairness.

It seems to me that the only objectively fair taxation model is for all adults to chip in the same amount. However, that's a non-starter because it's utterly unfeasible. Everything that you do to make it feasible makes it unfair.
