I might agree if someone was proposing it start as a new program now. Esp. since we also have the Joint Strike Fighter program. I might agree anyway, but I think the question is a little more complex.

A huge chunk of the cost is for R&D and to set up production. Most of that part of cost has already been paid.

It may be a $115 mil dollar plane. By some ways of measuring its costs its a $200 million airplane but the incremental cost of each new one is less.

There are of course other costs besides the aircraft but operations cost for an F-22 aren't higher than for other modern jets, and may even be lower, esp. if you consider than 1 F-22 can replace more than on F-15. The cost to train the pilot probably isn't any different than for other modern jet fighters.

If you drop the sunk costs from both aircraft and add in the operations costs to both aircraft the F-22 is still probably more expensive than say and F-15 but probably not several times more expensive.

It might still make sense to cancel the program. I wouldn't strongly oppose it being canceled, considering the fiscal situation, and the fact that it isn't the most crucial item in the short or even medium term, and the fact that the planned purchase has already shrunk so much (if it hadn't the costs per plane would be lower, even the variable costs and certainly if you include fixed costs). I just don't think it is a slam dunk that it should be canceled at this time.
