The risks are no longer reasonable.

For example, when I was a kid, one risk was that I would receive a beating from bullies. My parents figured the benefits of running free outweighed the risks of me getting whooped. I did get whooped for splashing in the wrong puddles but I also learned to deal effectively with bullies and bad odds. My parents were right as the opportunities for good and healthy activity were enormous.

The culture was different. I viewed most adults as some sort of surrogate Auntie or Uncle. Most adults viewed themselves as having that roll. Healthly adults also kept an eye out for weird adults. Older male role models actively encouraged boys toward growth as good men (even when they weren't in their private lives).

Now people are less likely to engage kids in the community. Me too. I would prefer that my kid come home if the interaction with other kids is not nice... rather than engage all the kids and use it for a social learning opportunity.
