A sea level Panama Canal? Holy cow, have you looked at the geology? Mountains across the Isthmus with multiple layers of clay on them - make a narrow cut and everything slides on top of you at the next heavy rain. The French tried to make a sea level canal in the late 19th century and they died like flies and couldn't complete it. The Americans came in and succeeded through a) mosquito control b) steam shovels c) building railroads to carry away the dirt. They had to make immensely wide cuts to keep from being buried in landslides, and that was for a canal with locks. You'd have to move mountains, quite literally, to build a sea level canal.
