You are being silly. "Deadly Force" may only be used under the "Rule of Law". If it is used capriciously, the perpetrator may well face the death penalty--whether he/she be civilian, state, or military.

By definition, "deadly force" is used ONLY where life is threatened. We don't shoot people stealing gum--unless they point a gun at the cashier...

The FORCE permitted to Government under democratic and Constitutional law is NOT carte blanche. It is circumscribed by that very law. I repeat:
